Winchester Regional Airport, a General Aviation airport, serves as the front door to the community. Dating back to the 1931 Apple Blossom Festival when an airshow took place at Byrd Field to what is now Winchester Regional Airport a few miles south, the airport continues to serve many purposes.
The benefits include but aren’t limited to business aviation, law enforcement, agricultural, lifesaving services such as emergency medical services, air ambulance operations and organ transports, freight and package delivery, as well as recreational use.
The Winchester Regional Airport Authority owns and manages the Winchester Regional Airport. The Authority is authorized by Chapter 687 of the Acts of the Virginia Assembly in 1987. The member localities include: County of Frederick, City of Winchester, County of Clarke, County of Shenandoah, and County of Warren.
The Airport is operated and maintained with a staff of five (airport director, operations supervisor, account clerk, and two maintenance staff). The Authority also owns and operates Winchester Aviation, the fixed-base operator for the Airport.
Winchester Aviation attends the Airport 24 hours a day with a staff of two customer service representatives, two daytime flight line technicians, and two nighttime flight technicians.
The Winchester Regional Airport Authority hereby announces its fiscal years 2020 through 2022 goal of 6.3% for Disadvantaged Business Enterprise (DBE) airport construction Contracts. The proposed goals and rationale is available for inspection between 8:00 a.m. and 5:00 p.m., Monday through Friday at the airport located at 491 Airport Road, Winchester, VA 22602 for 30 days from the date of this publication.

The Winchester Regional Airport Authority will use contract goals to meet any portion of the overall goal that the recipient does not project being able to meet using race and gender neutral (“RN”) means. Contract goals are established so that, over the period to which the overall goal applies, they will cumulatively result in meeting any portion of the recipient’s overall goal that is not projected to be met through the use of RN means.
The Winchester Regional Airport Authority will establish contract goals only on those DOT-assisted contracts that have subcontracting possibilities. It need not establish a contract goal on every such contract, and the size of the contract goals will be adapted to the circumstances of each such contract (e.g., type and location of work and availability of DBE’s to perform the particular type of work).
We will express our contract goals as a percentage of the Federal share of a DOT-assisted contract.
