WINCHESTER, SEPTEMBER 18: Michael Marciano is the newly appointed Director of Human Resources for the County of Frederick, Virginia. Michael will be joining the staff following 13 years with Odin, Feldman & Pittleman, P.C., a law firm in Reston, Virginia. Michael worked directly with the Board of Directors and Executive Committee to oversee all areas of human resources: recruitment and retention, talent management through training and development, salary competitiveness, and compensation and benefits.
